📢 PAN Card Application Guidelines Updated (Effective 01 April 2026)
Revised PAN Forms & New Rules for Proof of Date of Birth (DOB)
Pursuant to the provisions of the Income-tax (Amendment) Act, 2025 and the Income-tax (Amendment) Rules, 2026, the Income Tax Department (ITD) has introduced important changes to the PAN application process, particularly relating to PAN application forms and acceptance of Proof of Date of Birth (DOB).
These changes aim to improve identity verification, reduce fraud, and standardize documentation requirements for PAN applications.
Key Changes in PAN Card Application Process
1️⃣ Revised PAN Card Application Forms
The PAN application forms will be revised in accordance with the amended rules.

The updated forms will be issued after final approval by the Income Tax Department.

These revised forms will replace the existing Form 49A, Form 49AA, and PAN Change/Correction Request Forms.

The revised forms will be mandatory for all PAN applications from 01 April 2026.
👉 Any application submitted using old PAN forms after this date will not be accepted.
2️⃣ Aadhaar Not Allowed as Proof of Date of Birth
Under the Income-tax Rules, 2026, Aadhaar will no longer be accepted as Proof of Date of Birth for PAN applications.
This restriction applies to all application methods:

Aadhaar e-KYC mode
-
Scanned document upload mode
-
Physical PAN application submission
This rule applies to both:
-
New PAN applications
-
PAN correction / change requests
Applicants must therefore provide an alternative valid document for DOB verification.
3️⃣ Effective Date
These revised guidelines will come into effect from:
📅 01 April 2026
From this date onward:
-
Only revised PAN forms will be accepted.
-
Aadhaar cannot be used as DOB proof.
-
A valid Proof of Date of Birth (other than Aadhaar) must be submitted with the application.
4️⃣ Mandatory Submission of Valid DOB Proof
Applicants must submit one valid Proof of Date of Birth document at the time of PAN form submission.
Failure to provide an acceptable document will result in rejection of the application.
5️⃣ Rejection Criteria for PAN Applications
With effect from 01 April 2026, PAN applications will be rejected in the following cases:

Submission of old PAN Forms (49A / 49AA / PAN Change Request Forms).

Submission of Aadhaar as Proof of Date of Birth.

Failure to submit a valid DOB proof document.
In such cases, the processing authority will issue a rejection memo specifying the reason for rejection.
Revised List of Acceptable Proof of Date of Birth
(A) For Individuals Born On or After 01 October 2023
For applicants born on or after 01.10.2023, the following document is mandatory:
✔ Birth Certificate issued by:

Municipal Authority, or
-
Registrar of Births and Deaths, or
-
Any office authorized to issue birth and death certificates, or
-
Indian Consulate (as defined under the Citizenship Act, 1955).
No other document will be accepted for DOB verification in such cases.
(B) For Individuals Born Before 01 October 2023
Any one of the following documents can be submitted as Proof of Date of Birth, provided it clearly mentions the name and date of birth of the applicant:

Birth certificate issued by Municipal Authority / Registrar of Births & Deaths / Indian Consulate

Indian Passport
-
Driving Licence
-
Elector Photo Identity Card (Voter ID) issued by the Election Commission of India
-
Pension Payment Order (PPO)
-
Domicile Certificate issued by Government
-
Marriage Certificate issued by Registrar of Marriages
-
Matriculation certificate or mark sheet issued by a recognized board
-
Photo Identity Card issued by:
-
Central Government
-
State Government
-
Central Public Sector Undertaking (CPSU)
-
State Public Sector Undertaking (SPSU)
-
-
Central Government Health Scheme (CGHS) Card or Ex-Servicemen Contributory Health Scheme (ECHS) Card
-
Original Affidavit sworn before a Magistrate stating the date of birth.
Purpose of the New Rule
The revised PAN documentation framework aims to:

Reduce misuse of Aadhaar for incorrect DOB claims

Align PAN documentation with civil registration systems
Important Note
The Income Tax Department may issue additional instructions or updates regarding PAN application procedures from time to time.
